Means Testing Betrays the Universal Promise of Social Security

Social Security is our nation’s most secure, fair, and universal protection against death, disability, and economic insecurity in old age.  Those who oppose Social Security’s universality have proposed dramatically altering the program so that benefits to those considered “affluent” are cut.  However, as this fact sheet notes, proposals to means test Social Security benefits provide only minimal savings unless hard-earned benefits to the middle class are cut as well.  These cuts would greatly undermine public support for Social Security, and betray the promise it has made to all Americans.
